Former Charity CEO Pleads Guilty To Multi-Million-Dollar Political Corruption Scheme

The former CEO of a charity headquartered in Springfield, Missouri has pleaded guilty to her role in a multi-million-dollar political corruption scheme that involved bribes and campaign contributions for elected public officials in Missouri and Arkansas, announced Assistant Attorney General Brian A. Benczkowski of the Justice Department’s Criminal Division and U.S. Attorney Tim Garrison of the Western District of Missouri.

Marilyn Luann Nolan, 68, of Springfield, pleaded guilty before U.S. Magistrate Judge David P. Rush on Friday, Nov. 9, to one count of conspiracy to embezzle and misapply the funds of a charitable organization that received federal funds.

By pleading guilty, Nolan admitted that she conspired with others from 2008 to June 30, 2017, to misapply millions of dollars of the charity’s funds for substantial, undisclosed payments to lobbying firms and political advocates, monetary and in-kind contributions to the campaigns of candidates for public office, and to bribe public officials. Nolan also admitted that she knew her co-conspirators defrauded the charity in order to enrich themselves, and her.

Nolan began working at Alternative Opportunities Inc., in 1992. In 2015, that company merged with Preferred Family Healthcare Inc., after which it continued to be known as Preferred Family Healthcare. Nolan was the chief executive officer and oversaw the charity’s lobbying and governmental affairs activities.

Federal prosecutors say Jones lobbied on behalf of Preferred Family Healthcare Inc., a Springfield nonprofit, and organized a system in which the charity illegally contributed to political campaigns. The release says Jones was paid about $973,807 by Preferred Family Healthcare during the conspiracy, which went from 2011 to January 2017.

Preferred Family Healthcare provides various services, including mental and behavioral health treatment and counseling, substance abuse treatment and counseling, employment assistance, developmental disabilities aid and medical services.

Five people, not named in court documents, are described as "co-conspirators" in the operation. They have not been charged. The news release says three of the co-conspirators were executives of Preferred Family Healthcare, one served as an executive for company operations in Arkansas and another was an Arkansas lobbyist and former state legislator.

Federal prosecutors say those involved in the conspiracy hired lobbyists to influence elected officials for funding, had the charity reimburse them for personal contributions to elected officials and received more than $260,000 in kickbacks from Jones.

The release says Preferred Family Healthcare handled more than $300 million in public money between 2010 and 2016.

The charity received $255 million in Medicaid reimbursements from the states of Missouri, Arkansas, Kansas and Oklahoma from 2011 to 2016. The charity also received more than $53 million from the federal government under programs involving grants, contracts, loans, guarantees, insurance and other forms of federal assistance from July 2010 to June 2016, according to the release.

It is illegal for charities to use government funds to lobby for federal grants or contracts.

Considering the four RED states where this was carried out, one can probably accurately guess which party's politicians benefited.

I live in the state where the governor ran a company that defrauded Medicaid out of 1.7 Billion dollars.

He's running (and trying to end a recount) to be a senator of the United States of America.

Gaud dammmmint, If I were to piss wrong in a cup, I'd not get or have a job. Something is terribly wrong here.
