U.S. announces sanctions against 17 Saudis for alleged roles in killing of Jamal Khashoggi, including senior aide to crown prince

The officials sanctioned included Saud al-Qahtani, a senior aide to Saudi Crown Prince Mohammed bin Salman. The Treasury Department said all of those sanctioned were part of the planning and execution of the operation that led to Khashoggis death.
The Treasury announcement followed the release in Riyadh of a statement saying 11 people had been indicted for the crime, which took place Oct. 2 at the Saudi Consulate in Istanbul. The Saudi prosecutor said authorities would seek the death penalty against five of those indicted.

Doesnt it seem like to you the flunkies had to have known this would happen? Or maybe they were coerced to do it.
