Governor orders out-of-state travelers to immediately self-quarantine for 14 days

Governor John Carney on Sunday signed the seventh modification to his State of Emergency declaration, ordering all out-of-state travelers into Delaware to immediately self-quarantine for 14 days to fight the spread of COVID-19. Under Sundays order, anyone who enters Delaware from another state must immediately self-quarantine for 14 days.
The 14-day period is measured from the time of entry into Delaware or for the duration of the individuals presence in Delaware, whichever is shorter. Carneys order also applies to anyone who has entered Delaware in the last 14 days.
The order does not apply to travelers who are merely passing through Delaware. Anyone who lives out-of-state and commutes to Delaware for essential work is strongly encouraged to work from home. Sundays order does not apply to those traveling to care for members of their family. Individuals under self-quarantine can leave their homes to seek medical care.
Carneys order will take effect at 8 a.m., Monday, March 30. Nows not the time to visit Delaware. Were facing a serious situation here that is getting worse, said Carney. Delawareans need to stay at home, and anyone from another state visiting Delaware should immediately self-quarantine for two weeks. Everyone needs to take this threat seriously. Our goal is to limit a surge in COVID-19 cases that would overwhelm our hospital system. Well get through this - but everyone needs to pitch in.

(128,905 posts)There are quite a few who live in the Wilmington area who commute to Philly (about 30 miles downtown to downtown) and Philly people go down there to the beaches and for the cheap liquor and to buy other stuff (with no sales taxes).

I didn't know DE doesn't have a sales tax. I wish I did when I lived in PA.

People passing through can also carry the infection and pass it on to people in a gas station store while buying coffee and a snack bar for example.

(35,300 posts)I drove from Baltimore to Hoboken (or the other way) every couple of weeks for a few semesters.
You take the interstate and you leave Jersey, pass through maybe 10 miles of Delaware on the interstate, and then you're in MD. Turnoffs to go towards PA, but it's really hard to go around DE.
Same for parts of MD's eastern shore. It's not like you're trapped, but if you can't go through DE then your life just got a lot harder.

(457 posts)I have never been in that part. To me, passing through a state is a long affair with getting gas, food and use of facilities.

(128,905 posts)and many were complaining when states initially closed down the rest stops, with some states allowing use of some porta-potties.
Thankfully, most states that initially did that (including here in PA) partially rescinded that so that truckers can keep moving the supplies up and down the highways and get a meal and bathroom break!
(and I have been to Denver as a FYI and know that I-25 rolls through there )

(128,905 posts)was going back home to Philly after a work trip to Berkeley Springs, WV, and heading up Rt. 522, going across a bridge over the Potomac River where there was a "Welcome to Maryland" sign on the bridge, and then continuing a few more miles further north and seeing a "Welcome to Pennsylvania" sign.

(128,905 posts)Folks in Philly (including one of my sisters and BIL) go down there to the (sales tax free) furniture outlets for the President Day's sales... plus South Philly folks go down there to get cheap liquor year-round.
