The Supreme Court, a House office building and the Library of Congress were evacuated Thursday after a North Carolina man in a truck parked outside the library said he had explosives, according to law enforcement officials.
A Republican National Committee spokeswoman said the RNC offices nearby were evacuated as well.
The man in the black pickup truck has been making anti-government statements, according to law enforcement officials who spoke with NBC News. Officials said the man claimed to have a propane tank inside the cab of the truck, and also claimed to be holding a detonator. But officers have not been able to look inside the cab.
Two law enforcement officials told NBC that man in the truck is communicating with authorities by writing on a dry-erase board that he had in the vehicle.

U.S. Capitol Police on Thursday are investigating what they called "an active bomb threat" from a truck parked near the Library of Congress, and ordered the evacuation of the library and a nearby House office building.
The Capitol Police Twitter feed warned the public to "please stay away from this area. In addition to Capitol police, Washington police were at the scene, some of whom had gas masks. People at the Cannon House Office Building received an alert telling them to leave that building and relocate to the Longworth House Office Building.
The FBI Washington Field Office's National Capital Response responded to the scene, as did agents from the Bureau of Alcohol, Tobacco and Firearms.
Congress is currently in recess. The White House was monitoring the situation, and getting updates from law enforcement.

Police were investigating a report Thursday of a possible explosive device in a pickup truck outside the Library of Congress on Capitol Hill and have evacuated the area around the building, two law enforcement officials told The Associated Press.
An active bomb threat investigation is underway, U.S. Capitol Police confirmed in a media alert.
Capitol Police said officers are responding to a "suspicious vehicle" near the Library of Congress.
Capitol Police said to stay away from the area.

According to multiple reports, there is a possible explosive inside a truck near the Library and the area is being evacuated, including the Cannon House Office Building.
CNN sources say a vehicle has been driven onto a sidewalk on 1st Street and a suspect is inside the vehicle holding something in his hand.

USCP urged the public to steer clear of the area for now to avoid road closures and to allow police to investigate without disturbance.
Buildings near the LOC are being evacuated. According to sources, staffers in two House buildings are being asked to relocate. The Senate and House are not in session, and most lawmakers are not in their offices.
ATF Washington officers are assisting Capitol Police with the investigation.

The driver told an officer that he had a bomb and the officer reported seeing something that looked like a detonator in the mans hand, Manger said.
A driver also reportedly claimed he had propane in the cab of his truck. However, police have not seen a propane tank or anything that resembles an explosive device, several law enforcement officials tell NBC News.

A North Carolina man surrendered Thursday afternoon to police, hours after telling them he had a bomb in his truck parked outside the Library of Congress on Capitol Hill. That threat by the suspect, Floyd Ray Roseberry, led to the evacuation of the library, the Supreme Court, the Cannon House Office Building, and the offices of the Republican National Committee.
It also sparked a massive police response to an area that seven months earlier saw the Capitol complex violently invaded by supporters of then-President Donald Trump. He got out of the vehicle and surrendered, and the tactical units that were close by took him into custody without incident, U.S. Capitol Police Chief Tom Manger said about the 49-year-old Roseberry.
He gave up and did not resist, Manger said. As far as we could tell it was just his decision to surrender at that point. We dont know if there are any explosives in the vehicle. It is still an active scene, Manger said. It will take hours. Hours to assess the scene. Manger said there was a propane gas container in his black pick-up truck.

But, the chief added, At this point we think thats safe. Manger also said, Right now we have no indication that he was acting with anyone else, but that is part of the ongoing investigation. Roseberry, who most recently lived in Grover, North Carolina posted several videos on Facebook from his truck in the hours before he surrendered, directly address remarks to President Joe Biden, whose resignation he demanded. He also calling U.S. airstrikes on the Taliban in Afghanistan.

There are sadly many mentally ill people out there who will act out their frustrations or fantasies. The main complex down there ends up with bomb threats and other evacuation threats constantly.
