Utah House says ‘no’ to privatization of prison

House lawmakers approved a sixth version of the prison relocation bill Wednesday after amending it to ban proposals to turn a new prison’s programs or operation over to private contractors.

SB72 now heads back to the Senate, which must either approve the House’s handiwork or attempt its own revisions to the bill — which the House would then have to consider — before the clock stops the session Thursday night.

Rep. Mike Noel, R-Kanab, proposed the amendment striking language from the bid that authorized the Prison Relocation and Development Authority (PRADA) to seek proposals from private contractors for programming, operation or both at a new prison.

"This is not about making profits on individuals in our system," Noel said, later noting "it’s about the dignity, that we respect human dignity."

Stalemate between Utah Senate, House over prison privatization?

House and Senate lawmakers were at odds Wednesday over whether to allow a prison relocation committee to consider proposals to turn a new prison’s programs or operation over to private contractors.

The Senate rejected a House rewrite of SB72 that eliminated the privatization option, punting the bill back to them.

"I’m not pleased with that because it presupposes a conclusion," said Sen. Scott Jenkins, R-Plain City and sponsor of the bill. "I don’t believe you should take that option off the table."

Early Wednesday evening, House and Senate leaders appointed a conference committee to try to resolve differences over the bill’s provisions. Representatives appointed were Rep. Brad R. Wilson, R-Kaysville and House sponsor; Rep. Greg Hughes, R-Draper; and Rep. Lynn N. Hemingway, D-Holladay. On the Senate side: Sen. Scott Jenkins, R-Plain City and sponsor; Sen. Steve Urquhart, R-St. George; and Sen. Gene Davis, D-Salt Lake City.

That goes equally for private 'for profit' prisons, chain gangs and underpaid prison labour

Now only if we could get some of the other states to pull their private prisons. I know wishful thinking....
