Former Indiana Gov. Otis Bowen dead (was HHS sec'y during AIDS epidemic)

Otis Bowen, who succeeded in capping property taxes as Indiana governor in the 1970s and then became one of the first federal officials to seek funds to battle the AIDS epidemic in the 1980s, has died.

He was 95.

Bowen passed away at 6:18 p.m. Saturday in Donaldson, Ind. at the Catherine Kasper Life Center, a retirement community, Gov. Mike Pence’s office announced Sunday.

The Republican served as governor from 1973 to 1981 and cemented his legacy by championing property tax reform. He was also the U.S. Secretary of Health and Human Services under the Ronald Reagan administration from 1985 to 1989.
