Harry Reid leaves door open to a vote on Keystone XL pipeline

WASHINGTON (Reuters) U.S. Senate Majority Leader Harry Reid on Tuesday left open the possibility of voting on legislation forcing the approval of the long-delayed Keystone XL pipeline that would link Canadas oil sands to refineries in Texas.
Im open to anything that will move energy efficiency, Reid said in response to a reporters question, referring to a bipartisan bill on promoting energy savings through revised building codes.
The Senate is expected to debate the efficiency bill this week. It is sponsored by Senators Jeanne Shaheen, a New Hampshire Democrat, and Rob Portman, an Ohio Republican.
The bill will likely be the last legislation debated on energy before midterm elections on November 4, and Reids comment suggested that a measure addressing Keystone approval could be added.

(9,314 posts)The Senate and the House compose the Legislative branch of the government. Since the pipeline crosses an international border, the sole approval rests with the Executive Branch, the President of the United States.
How can the legislative branch usurp a power specifically delegated to the Executive Branch? It does not have the authority to approve or disapprove that pipeline crossing an international border.

(62,270 posts)This do-nothing Congress wouldn't do it. But I know Reid is sincere since he knows Keystone is going to be connected (it's almost built as it is). This could be the last opportunity to get energy efficiency for 2-4 years (and that's assuming we could win back the House and keep the Senate).
