State stalls on San Onofre nuclear plant review

The California Public Utilities Commission for eight months has ignored its own report imploring it to investigate why the steam generators at San Onofre Nuclear Generating Station failed.

Seeking additional information, Aguirre asked the U.S. Attorneys Office on Friday to investigate whether any criminal laws were violated in connection with the failure of the San Onofre steam generators.
At root, according to Aguirres letter to the U.S. Attorneys Offices in San Diego and Los Angeles, is a scheme to defraud electricity customers of hundreds of millions of dollars by forcing them to pay for electricity from San Onofre that was not received or produced.
Currently, the CPUC is negotiating a settlement between Edison and electricity customers to cover the costs of the faulty steam generator parts. The settlement has customers paying $3.3 billion through higher electricity rates, while Edison and San Diego Gas & Electric, the other major owner of San Onofre, pay $1.4 billion.
