FWIW, it is a cultural tradition in Islam to have the procedure done. They used to do it at puberty (ouch) or thereabouts, nowadays they do it as newborns for a hospital birth. Because of the religious nature many attach to the procedure, they make the wrong assumption that it is particular to them.
