"Covert Ops" is kind of a broad term, and many of them are perfectly legitimate...Without successful covert operations, the Allies probably wouldn't have won the Second World War...

In a perfect world covert ops would be unnecessary and rightfully seen an antithesis to the sovereignty of individual nations, but as long as other countries engage in it, the U.S. would be moronic to sit on the sidelines...
