Unfortunately, not an exaggeration:

"Police are going to be in SWAT gear and have AR-15s around their neck," Stovall said. "If you're out walking, we're going to stop you, ask why you're out walking, check for your ID."

Stovall said while some people may be offended by the actions of his department, they should not be.

"We're going to do it to everybody," he said. "Criminals don't like being talked to."

Gaskill backed Stovall's proposed actions during Thursday's town hall.

"They may not be doing anything but walking their dog," he said. "But they're going to have to prove it." . . .

and according to the ACLU it isn't everyone but is skewed by racial

It's the good ole boy system. I'm sure you've heard of it. These little towns have powerful, rigid hierarchies and often feel like they are insulated from the rest of the world and its laws and opinions. So mayor tells Sheriff - do what you need to do and I'll back you - nobody's gonna say nothing.

For instance, our assessor here in Hot Springs said outright he wasn't going to enforce a livestock tax the state was proposing. He said it like he never expected anyone to ever challenge it.

Yah...Arkansas. woot

sheeples in that community deserve everything that is going to happen, for going along with it.

(on a side note, why did I have to go back three links to find out where in the hell this is actually taking place? seriously, huffpo, you could have put it in your article)

People are going to be walking their dogs and then the police will walk up to them and demand I.D. That is just ridiculous. The police should at least have to have reasonable cause to stop someone. In addition, police should not ride around wearing S.W.A.T gear. Hopefully, someone or a group of people can come together and get this issue on the ballot and have it voted down.
