Tokyo Shimbun is reporting the results of their investigation into the dealings of the Fukushima prefecture government, the medical university and the IAEA. There has been ongoing suspicion about the openness and honesty of what has been ongoing in Japan. Tokyo Shimbun has confirmed that these government entities did sign a secrecy agreement with the IAEA. The Fukushima Medical University has been the main source of all public data on exposure and had been dictating what medical care many in the region were allowed to receive related to radiation issues.

Both the prefecture and the medical university have been the subject of growing distrust from the public due to their efforts to downplay problems and withhold information from the public. Tokyo Shimbun’s work has confirmed this problem to be the case. A machine translation of the article is below.

that could put a big dent in the real estate market.
Cal. has 30 plus million pop. alone, then there is Ore and Wash. where most of the pop. is on the coast.

Right, the truth must never be told.

I do think that some of the reports are completely a bunch of stuff put together to fill an agenda however..... How do we know if NO ONE is telling the truth or anything close to it?

The wording implies the journalist/paper has copies of the agreements but it isn't clearly stated.

The memoranda of mutual agreement between both Fukushima and Fukui prefectures, and International Atomic Energy Agency (IAEA) includes terms indicating that information can be designated not to be publicly disclosed upon request of either the prefectures bodies or IAEA. This provision was not seen as a problem by the prefectural assembly but there is a growing voice of criticism that “this may what laid the ground work for the specific secret protection law”.

The Memoranda with the IAEA were signed in December 2012 with Fukushima Prefecture and respectively in October 2013 with Fukui Prefecture.

In Fukushima Prefecture, in regards to radioactive waste management and decontamination, Prefectural University of Medicine has finalized an agreement with IAEA on the prefectural health impact study on radiation. There are “exemplary arrangements” in the documents detailing methods “to ensure the confidentiality of information designated as confidential by either party”.

In Fukui prefecture, an agreement was signed with IAEA in relation to human resource development in the nuclear field and there was some language specifying secrecy in the memorandum.

Both prefectures claim no information is confidential at this stage; however if either the prefectures or the IAEA designate that measured data and accident information (such as of thyroid cancer in children) may “stir up anxiety among residents” there is a possibility that the information will not be published.

The person in charge of the Ministry of Foreign Affairs who played a major role in compiling the memoranda said “because it is an international negotiation, we can not say which parties, IAEA or Japanese government, sought the secrecy clauses” in the interview.

However, according to prefectural staff familiar with this matter, when the IAEA exchange memoranda with any governmental agencies, it is the IAEA's policy to incorporate wording on confidentiality.

The IAEA reported “no indication of abnormal health change” from the Chernobyl nuclear accident.

Ruiko Muto (?), a leader of the Fukushima nuclear power plant prosecution team is concerned that “IAEA has precedent in hiding information about the health effects of Chernobyl, and Fukushima may become the second case” .

All the king's horses and all the king's men can't put trust in TEPCO back together again

The work is expected to begin Monday and take over a year to complete.
Except.

Three of the fuel assemblies inside the reactor #4 storage pool are damaged and cannot be removed using the system TEPCO has come up with.

At this stage TEPCO do not know how they will remove the damaged assemblies. Two are cracked and leaking radioactive gases.

Well, you're probably thinking, some damage is only to be expected with the plant having been hammered with such force by earthquake and tsunami.

This is where the cover-up comes in.

The fuel assemblies weren't damaged by the 2011 disaster. It happened earlier. One of them was damaged in 1982 after being mishandled - nearly 30 years ago - and they have lain forgotten or ignored ever since.

A massively complicated operation just got more complicated. If TEPCO had addressed the problem at the time instead of ignoring it, their job now would be a little bit more straightforward.

But that's TEPCO. They have a nasty habit of covering up problems only for those problems to come back to bite them (and the people of Japan).
