Powell Maybe Not Told Early About CIA Techniques.

A Senate report on the CIA's interrogation and detention practices after the 9/11 attacks concludes that the agency initially kept the secretary of state and some U.S. ambassadors in the dark about harsh techniques and secret prisons, according to a document circulating among White House staff.

The still-classified report also says some ambassadors who were informed about interrogations of al-Qaida detainees at so-called black sites in their countries were instructed not to tell their superiors at the State Department, the document says.

The 6,300-page Senate report on the CIA's interrogation program has been years in the making. The findings are expected to reveal additional details about the CIA's program and renew criticisms that the U.S. engaged in torture as it questioned terrorism suspects after the 2001 attacks.

A congressional official who has read the Senate report confirmed that it makes the findings outlined in the document. A former senior CIA official said the secretary of state at the time, Colin Powell, eventually was informed about the program and sat in meetings in which harsh interrogation techniques were discussed. But Powell may not have been informed when the techniques were first used in 2002, the official said. A spokeswoman Wednesday said Powell would not comment. . .

It's not entirely clear exactly which U.S. officials knew about the practices at the time they began.

Powell was never part of "it" - he was not part of the inter circle around GWB - and could be spendt - and he was spendt after his story in UN.... Of Course he was not told about the interrogation, and detention practices after sept 11 2001 - if he had - he would have told it - he was not trusted for the gang....

which is one of the reasons I was happy to see this, and eager to post it. I'm not sure how many recognize the truth of what you've said, and I've thought 'ever since.'

I understood that from what I saw in UN -and in the road up to War - that Powell had no idea how bad Bush Administration really wanted this war - and how bad it was, when ti came to using torture as a tool in itsef...

They wanted REVENGE - not justice - they wanted to hit back, anywhere anytime - regardless of the evidence against going to war with Iraq - they DID know Iraq was no danger for US - if they had - they would have been far more subtle - and carefully to not go to war against Iraq - if it had been anything in the tell-story about WMD in Iraq - breach of resolutions and the rest - I doubt US would have been going to a war - as it would have been a danger for the US soldiers, and the "coalition of the willing" to even go to war..

Poor Powell - I think he would go to his grave with the knowledge that he was not in the "it" circle - rather he was on the outside looking in... Like the rest of us was before the Iraq war in 2003

Same buds of Bush Sr and Bush Jr. The circle's just a bit bigger than normally recognized.
