Internet companies can locate the address of its users. Seems like drones have to be made and should have a VIN number like a car with recorded part numbers. And the purpose for their use should be in writing; a public record. Drones should have to have a federal surveillance permit.

The Constitution provides protection against unlawful search; searching for you without notice.
