Not only does the New Testament specifically state that Jesus read the Torah in the temple, but there is an ancient tradition that Jewish children learn to read the Torah.

Was that not the case in Palestine/Israel at the time of Jesus?

Every Jewish family I know places an extremely high value on education. I believe that is an ancient tradition.
