They're probably using it to check the angle of the mortar. A high tech way to do something you could do with a disk and a pendulum.

Twitter speculation suggests the device is being used to determine the angle of fire for the mortar, according to MarketWatch.
The Times of London reports that tech-savvy rebels are also using smart phones with mapping applications to aim mortars.
“It is something they have been using for a while,” said Eliot Higgins, a British-based weapons analyst.
Apple’s user agreement for the iPad includes a clause exonerating the company from any responsibility for its use as a weapon system, according to The Times.
