It is going to take political activism.
Just look at the situation...here is a black community who has a practically all white police force and city council...now how did that happen?...because the party choses the candidates and the party bosses say who they are and can be...and those party bosses are not from Ferguson...they are far from Ferguson in a gated community distant from "those people".

I can construct a fantasy story how they could take back their community, but it may not be the best way...but here goes.

The community of Ferguson get together and form the Brown party and have a candidate for every office including dog catcher and every candidate would live in Ferguson...and then all go to the polls to vote.
That would send a chill down the spines of the right, who have dominated local governments around the country...and they are at the root of all evil in our political system and that corruption migrates upward.
