He had been a watch commander, so he was pretty high up in the large city department. One day we were talking about bad cops, and he told me, "Everyone knows who they are, and all you can do is stay away from them".
Their 'code of silence' gives them impunity. Impunity is the problem. Part 2 (halfway through) of the video goes in depth on that.

And it is above the law because it is the law.
And our DOJ has done nothing about it...so I assume they like it that way.
