The Communist Party commands the majority of the chinese economy. They need jobs for everybody. EVERYBODY. As the population grows more and more, the PRC needs more and more jobs. (And for that it needs more and more ressources, the environment be damned.)

Indeed there are state-entities that are similar to corporations, except that their purpose is not to generate profit: Their purpose is to provide jobs.

If the economic growth in China came to a halt, if the bubble burst, if there were significant numbers of jobless, the chinese people would ask uncouth questions about political change and "Hey, what's the deal with all these corrupt politicians, amiright?"
