While laughing my ass off, I wondered if he were having stroke. That was one very weird speech pattern.

a) He has assembled a staff that cannot write a coherent speech

b) He cannot write a coherent speech

c) He cannot review a speech and recognize that it is incoherent

d) He did not bother to review a major speech designed to showcase his foreign policy "chops"

e) He did not recognize as he gave the speech that the words coming out of his mouth made no sense

f) He has a learning disability that prevented him from presenting a coherent speech that was written for him

g) The next Speaker will make the last Speaker look like a genius

h) He is just plain old "not very bright"

j) He has risen beyond his level of competency (aka the Peter Principle)
