How is this legal asking for cell phone passwords and viewing a persons personal data? Isn't that unlawful search?

I wonder what orders have been issued to homeland security and border control? It would be a great topic for investigative journalism. Too bad I don't know any.

However, with this authority, CBP expects all of its officers to conduct their duties in a professional manner, and treat each traveler respectfully.
