All that was speculated on were TWO (and only TWO) motivations.
Trump and the idiots in the White House DID add Chad to the travel ban and announced that to the world (FACT).
Speculation: Did that travel ban announcement motivate Chad to withdraw troops from Niger (and other central African nations)?
We will likely get a readout on this one sometime soon (either Chad will announce officially that this was a motive or some reporter will get it on good authority that it was).
Speculation Two: Did Chad withdrawing it's troops from Niger either affect the decision by whatever terrorist organization attacked our outreach mission to launch the attack OR did the lack of Chad forces bring a level of success to such an attack?
That one we may never know... who knows what motivates a terrorist group to pick a target and a method and a time.
So... conspiracy? No. Maddow did not even hint that there is a conspiracy here. Grand incompetence...yes... if the two above speculations show a linked set of motives by Chad and the terrorist group (and we note that no one has definitively identified the attackers yet), then our government, specifically the White House and State Department, were criminally negligent in adding this particular ally of ours in central Africa to the "travel ban" or "bad nations" list (probably insulting their entire government).
What is true is that there was a complete SNAFU as far as intelligence by our military in Central Africa.

There is a reason for Chad to say no. But if it is true, I suspect that someone in the government of Chad or even our own State Department will eventually leak that their decision to withdraw the troops or the timing of that withdrawal was impacted by this travel ban announcement.
