1. So we make the money dependent on opening up North Korea to the West, say in

dollars invested in tourism rather than in foreign aid.

Logically, if North Korea has the money to build nuclear weapons, it doesn't need money to feed its people. It should be opening its beaches, etc. to Western tourists. I see the logic in that.

All aid should be provided in the form of private investments. Nothing else.

Because if the North Korean people meet people form the rest of the world, Kim Jung Un cannot sell his myths about the rest of the world within North Korea any more.
