the other heads of state. His relationships with others has always been of the bully/sycophant type with him being the one calling all the shots.

The other world leaders couldn't care less about him and his whims and despise his silliness but are diplomatic enough to disguise it with bemused smiles on their faces instead of the out-and-out snickers they'd really like to let out.
