that the solidarity and continuity of these regulations should not be at the whims of political winds from one administration to the next. Corporations that must comply with air and water pollution regs do not like being bounced around with changes in rules, and this injects insanity into their investment plans for new or upgraded control systems.

This is typical Republican tactics to stir up uncertainty in our entire society and business world to help them gain more control through fear and reduced confidence in our government.
