Only Congress can change the date, and only the states control the procedures. This has been discussed over and over, here on DU and elsewhere. I wish people would give it a rest.

Absolutely Malloy 'should' know better, and probably does, but unfortunately ratings are king for some and shit stirring sure seems to raise those up.
