537 Votes” shows how wars, presidencies and an entire maelstrom of American history floated up on Florida’s shores with a little boy adrift from Cuba. People and passions that started with the arrival of Elián Gonzalez eventually wound up certifying the “537 Votes” that gave George W. Bush the state and the presidency, despite thousands of Florida ballots that remain uncounted to this day.
