Potter was the best: high authoritarian, but also highly competent.
Blake: Low authoritarian (collaborative), and highly competent.
Burns and Flagg: High authoritarian and LOW competence.
I'm a Blake for better or worse, but in my experience if the military can't get a Potter, they are perfectly happy with a Burns or Flagg. Blakes don't fare so well.
