these are the best reasons i can find for maintaining an even strain--
1) Inadequate Legislative Support: four of the five remaining state legislatures are republican controlled.
2) Decentralized approach to elections leaves many local jurisdictions underfunded.
3) Pressure. Election officials don't want to be the cause of Florida 2000 v. 2.0.
4) Late Arriving Ballots
