Criminal trials can only convict on unanimous verdicts from a Jury.

Charges will come only if the DOJ is absolutely sure it will get a 100% guilty verdict.

Once charges of tax frauds and other black-on-white financial crimes that can't exonerate the orange terrorist lands him in jail: Boom. Add all the other charges once there for months.
