He made a throwaway speech full of a pack of outrageous lies to a small political gathering that wasn't even in his state and loved the outrage those lies generated. He ran with it with the help of Richard Nixon and the two of them concocted the horror show.

Kevin isn't too stupid to be Joe, but he's too stupid to be Nixon. He's a leech attached to Dumdum's backside.
