His action was reckless, dangerous, evil and maybe even game-changing.

There are probably better words for this, but it's a start.

Preemptively nuking the Russian populace is not where I was going with this, but the possibility of Nato involvement to preempt a Russian nuclear attack. Somehow? Something more stern than 'unacceptable' is in order.

The solution is not to give such power to one person in the first place, and therein lies the solution for the future.
