Those millions are useful tools for those who will actually be in charge.

Than they will have the authoritarian leader they crave. Drop them with nothing but the clothes on thier back for free,on condition of having them sign a waiver that forbids them to enter any democratic and nato nation or they'll be shot on the spot,and if they participate in any war or rebellion whatsoever in any country , again shot on the spot.

Dont let the door hit ya...

And we will be rid of at least a decent sized chunk of these toxic bastards.
