able to produce steel again. I'm not an engineer, but it might be easier to start from scratch depending upon which side is able to hold the territory in the long run.

My take is more along the lines of what's said in the opening of this video by Retired Lt. Gen. Mark Hertling. The capture of this complex was a forgone conclusion.
