First three cars could go through after the light turned red. It's as legal --and common-- as the California stop.

People who do rolling stops drive me crazy. There's an intersection by my parents' house with a flashing red. There's only one way to turn from it onto a one-way street, but people - most people, I'd say - just drive right through the red light. Somehow they must reason that it just doesn't really mean stop.

However, I do remember once in high school me and a friend were able to convince another friend of ours that it was ok to go through a red light at a certain intersection once you'd stopped. We didn't think she'd actually believe us and were pretty fucking scared when she drove through it.
