I think it has something to do with tire pressure. Or I've seen someone use it to release air out of a tire.
Of course, I could have been a child witnessing a crime for all I know.

Pipe tools like these are quite common with tobacco pipesmokers. Every pipesmoker has one. I have two or three of them.
I've never heard of anyone using them with hash pipes. That's not to say you couldn't, but they are really designed for those who have briar pipes.

Just kidding - pipe tool is correct - the flat "handle" is for tamping the tobacco down.
