"Use of cellphones is prohibited in this area." - "THAT'S A VIOLATION OF MY 1ST AMENDMENT RIGHTS!"
Some guys conducted a "First Amendment Audit". Which means agonizing and antagonizing people until you get kicked out of an establishment and then painting yourself as the victim whose First Amendment rights have been violated.
Why do they do this? To get clicks on Youtube.
Which location did they choose this time? A police-station.
What were they making a fuss about? The sign that says that you are not allowed to use cellphones at the counter is somehow violating their 1A rights.
An OUTRAGEOUSLY calm cop comes to the counter and talks to them. They accuse him of being disorderly.
As other people enter (who as it later turns out wanted to file a report) a not-so-calm cop throws the "auditors" out of the police-station for causing a nuisance.
Calm cop tells them to please leave.
"Auditors" demand that not-so-calm cop gets arrested.

Aaaaaand the loudest of the "auditors" gets arrested for causing a disturbance.
