I tried to nab him but he ran away. Man was way ahead and tied him by leash to a bike rack as he went into the store. Woman then came by with a leash. She had seen the dog too and stopped her car, got a leash and came by looking for the puppy. I told her the dog was tied up. We commiserated at letting your dog run free on a busy street. Man came out after she was gone. Took his dog off the leash again and walked by me. I told him two of us were really worried about his dog running loose. He coldly nodded that he heard. And did not care. Am i wrong but maybe dog owners can tell me: at a busy intersection that was known to have the most car crashes in the city should you let your dog run free during rush hour?
