Just noticed this plant growing near the corner of my apartment building, it's quite hardy, survived the entire 2020 - 2021 Wisconsin winter.
Has "fuzzy" leaves.

Rather tough little cuss, growing in gravely dirt here in Wisconsin.

(90,766 posts)7. They are hardy. Seeds can survive in the dirt for a long time. Lot of people see them as weeds. They
are invasive. Import from other parts of the world. Can grow quite tall and they do flower.
I like the way the leaves bunch.

I think it only grows two years, blooming long stalks that have small yellow flowers. The seed make great food for birds in winter. The seed themselves readily.
Yours looks to be in the first year.
