Neomi Jehangir Rao (born March 22, 1973) is an American attorney, jurist, and legal scholar who serves as a Circuit Judge of the United States Court of Appeals for the District of Columbia Circuit. She was appointed by President Donald Trump in 2019, having served in the Trump Administration from 2017 to 2019 as Administrator of the Office of Information and Regulatory Affairs.

Nomination and confirmation
On November 13, 2018, Trump announced that he would nominate Rao to the seat Brett Kavanaugh had occupied on the United States Court of Appeals for the District of Columbia Circuit until he was elevated to the Supreme Court of the United States. Her nomination was sent to the Senate later that day. On January 3, 2019, her nomination was returned to the president under Rule XXXI, Paragraph 6, of the United States Senate. On January 23, 2019, Trump announced his intent to renominate Rao for a federal judgeship. Her nomination was sent to the Senate later that day.
