He recognizes the cartoon as being like him. That must mean some level of empathy. Also, the cartoonist must have captured the essence of "dog" for the real dog to recognize the cartoon as being like him.

Dogs do not see television in the same way humans do. Thats not to say they don't see it. But its a stretch to think the dog is identifying with a cartoon on the television.
