What are they supposed to do? Flee in terror?

Once it hit the water, people rushed toward it and assisted in getting the occupants out.

. . . he and other rescuers were able to remove one woman from the helicopter and float her away on a surfboard. But another woman, who turned out to be her mother, was "very non-responsive" in the back.
"She was stuck in there for quite a while," he said. "We had about 15 people on the skid trying to stop it from sinking, it was trying to tip over and sink, so about 15 people were pulling it down to keep it upright so they could administer aid and we could get her out."

First disbelief, then a few seconds of paralysis to take it all in, then rushing toward the scene to assist in any way possible. Nothing unusual in that.

(15,325 posts)6. Thanks. " Maybe it was Disbelief".
Noting that commentary was more about the fact that as it dropped from the sky & into the water, the clip showed people moving around seemingly unfazed at such a shocking event.
Watching the video, I see what they are talking about.
Why am I defending this trivia in the DU Lounge, anyway. Its in the clip.
I was more curious as to what may have caused the copter to fall into the sea.
But never mind...
Woosh....
