dogs and that woman--if the owners are found--needs to sue them for every dime.
I suspect those dogs have had little to no socialization, training, or oversight whatsoever. That is dangerous especially when they gravitate to "pack behavior." They need to be fully evaluated by someone who specializes in "red flag" behavior in dogs.
