Cats wiggle their butts before pouncing to prepare their muscles for the leap and to check their balance, ensuring they can spring accurately. This behavior is instinctive and helps them gauge the distance and trajectory needed for a successful pounce.
When I used to run ( speed short sprints) I used to do something like that so I could start with kinda of a hop.
