The guy who took the original video, "Sea Lion Pup Takes Kayak Ride", published on YouTube February 18, 2013 included info about helping stranded sea mammals in Southern California.

Since the beginning of this year an abnormally high number of sea lion pups are being rescued in So. Cal.-
<snip>After 18 California sea lion pups that were “pretty much skin and bones” were rescued in just 48 hours, coming in a year that has already seen more than 10 times the number of rescues last year, a California marine mammal center has declared a state of a emergency.
