You only need Skype credit to call out to a telephone. Incoming I don't believe uses credit. Likewise, I've never tried to see what happens if I call someone on another VOIP service like Google voice using video-chat though I'd assume I need credit for that too.

I don't make or receive many phone calls on account of my ears so Skype is phone service for the 50 phone calls a year I make or receive.

I do occasionally use Skype for calling out because I live outside the US, but not that often. I also have a landline phone number which people can call me on from Oregon and it calls straight through to me here in Korea. I have some family members who have a tough time getting a hold of me, so this makes it more convenient.
