It means they haven't hired one or assigned it to a TA yet. Usually, basic-level and remedial classes need as requirements for more advanced coursework.

6. TBA is Terrance B. Abernathy, of course

7. In my department, "TBA" is referred to as "Staff" - and it usually means the

incredibly kick-ass part-time instructor who is a vastly better teacher than any of the tenured or tenure-track faculty, but the university is too inefficient to enter her name into the registration system until the very last minute, which totally fucks up book ordering and student planning and everything else.

In other words, they either don't know or haven't bothered to enter the name of the instructor...
