I seem to remember that Lincoln used the phrase on the new paper money in order to get it accepted. Previous to the paper money being printed, nearly all the money in circulation was of coinage. Paper money was introduced as a way to cut costs and lessen the weight the soldier in the field would have to carry into battle.
In reading the article in Wiki, I stand corrected; sort of. In 1864 the motto WAS begun, but on 2 cent pieces, not paper money as I thought. The 1956 law was a 'Johnny come lately.'
