the song is in reference to Nixon who was in office when he wrote the song and it became famous. He's from New England and was just getting national acclaim for that song and a few others when I was in that area... saw him live at gigs that I was either enjoying as a member of the audience or in another "band" playing at a the same venue as him. He's a really cool guy, been through a lot in his personal life, I like his music a lot.
