The goat appeared incredulous, repeatedly asking "What?", in hopes of hearing something, anything, that didn't sound crazy from the man.

I think the man was asking the goat if he tasted like chicken.

The goat was not amused.

This is an alternative narrative to the actual events taking place in the video.

Which could explain the goat's confusion. Minding your own business, chewing up the yard, and then someone tells you Trump is president. "What?" and spitting seems a natural reaction.
